Team Manager – Champlain Community Support Network

Full-time 12-month contract

POSITION SUMMARY:

The Champlain Community Support Network (CCSN) Team Manager is responsible and accountable for the coordination of CCSN staff and the implementation of its strategic framework and operational plan.

Reporting to the Network, the Team Manager is responsible for leading the implementation of the Champlain Community Support Network Strategic Framework and annual operational plan, as well as advise Ontario Health East on emerging sector priorities and issues. The Team Manager will provide operational oversight for the CCSN staff.

This position is remote and will be expected to work from home, with expectation of some travel across Champlain region, as required.

Authority:

The CCSN Team Manager is a manager for the purposes of the Signing Authority/Spending Limits Policy and has the authority to:

  • Participate in the development of network and project budgets;
  • Authorize expenditures within program budget;
  • Develop and implement operational work plans;
  • Supervise team members;
  • Approve leave requests.

The CCSN Team Manager consults with the Co-Chairs of the CCSN and Western Ottawa Resource Centre Director on the following:

  • Legal issues;
  • Serious Staff performance issues;
  • Proposal/budget adjustments or submissions;
  • Other issues relating to Centre wide policies.

PRINCIPAL RESPONSIBILITIES AND DUTIES:

Planning, Implementation and Evaluation of CCSN Strategic Framework and Operational Plan:

  • Works in partnership with local and regional service providers and leaders to develop an annual operational plan based on the Strategic Framework;
  • Working with CCSN Leadership Table, Regional Service Networks, and key partners to ensure the annual operational plan is on target to achieve its outcomes and impacts;
  • Implements a systemic approach to improve systems, services, and processes related to Community Support Services.

Supports to CCSN:

  • Support the CCSN Leadership Co-Chairs in administration of CCSN;
  • Assign CCSN team members to provide secretariat support to CCSN working groups as well as CSS regional and local groups;
  • Ensure timely and transparent communication related to CSS and CCSN activities, as well as opportunities and issues impacting the sector;
  • Support broader system advocacy, communication, and education;
  • When assigned by CCSN Co-Chairs, acts as a spokesperson for CCSN and represents the sector at local, regional, and provincial level;
  • When assigned by CCSN Co-Chairs, delivers effective presentations on CSS to key partners, boards, and members to further sector goals.

Financial Management and Administration:

  • Participates in the development of program budgets in collaboration with CCSN co-chairs;
  • Drafts CCSN operational plan and related initiative budgets;
  • Oversees effective administrative systems to ensure network functioning;
  • Communicates with Ontario Health East, as CCSN’s funder and accountability/planner.

Team Management:

  • Liaises with the WOCRC People Services Manager in recruitment and hiring for position vacancies on team, including completing necessary approval forms;
  • Organizes bi-weekly team meetings and facilitates discussion and information flow, as required;
  • Provides regular supervision of CCSN staff and team members and ensures appropriate orientation;
  • Applies and provides policy/procedure interpretation for team members as required.

Best Practices and Quality Improvement:

  • Consults widely with provincial, national, and local programs to identify best practices, barriers, and enablers for community support services;
  • Supports the development of regional guidelines and recommended practices for CSS;
  • Supports the development of processes for collecting and analyzing statistical and performance data;
  • Implement knowledge transfer and mobilization strategies to enhance CSS services and programs.

Perform other related duties as assigned

QUALIFICATIONS:

The ideal candidate is an experienced senior manager with dedicated commitment to advancing community support services in Eastern Ontario.

Education and Experience:

  • Minimum Undergraduate (Graduate degree preferred) in health-related discipline, health administration, or social sciences, or an equivalent combination of education and significant related experience;
  • Minimum of five years of progressively responsible leadership and administrative experience, including managing staff and/or volunteers;
  • Experience facilitating and gaining consensus across diverse professional groups;
  • Extensive knowledge of project and change management principles and theory;
  • Experience in implementing strategic and project plans;
  • Experience in collaborating across key stakeholders for result-based activities;
  • Demonstrated commitment to and knowledge of community-based model of health service provision;
  • Program development and evaluation experience.

  • Strong critical analysis, problem solving, planning and decision-making skills;
  • Excellent relationship building skills;
  • Demonstrated ability to work independently in remote locations as well as coordinate a remote team;
  • Ability to develop and implement programs using an inter-disciplinary collaborative approach;
  • Excellent interpersonal and communication skills;
  • Demonstrated ability to work within an equity inclusion framework;
  • Strong planning, decision-making, leadership, and organizational skills with proven ability to multi-task and meet deadline;
  • Demonstrated ability to identify and serve the needs of diverse communities;
  • Excellent written and verbal communication skills;
  • Demonstrated flexibility and effectiveness with a rapidly changing environment, short deadlines, and multiple programs’ consumer needs.

Language Competencies:

  • Ability to communicate fluently in English, spoken and written is required.

Computer Competencies:

  • Intermediate knowledge of Microsoft Office suite of products, including Teams;
  • Intermediate knowledge of web template platforms;
  • Intermediate knowledge of online web-conference and online facilitation platforms such as Zoom, Google Docs, Jam Board etc.

Other:

  • Valid driver’s license and access to a vehicle required, including $2 million in liability insurance.

Salary Range:

  • Starting Salary is $68,741.00.
