Quality Improvement Specialist

Bilingualism, English and French, required

POSITION SUMMARY:

The Quality Improvement Specialist is responsible for enhancing WOCRC’s capacity to achieve and demonstrate impact through data and evidence. The position will lead the development and implementation of an organizational performance measurement framework that links key performance indicators and continuous quality improvement. The Quality Improvement Specialist will also support stakeholder engagement by providing feedback development and analysis expertise to multi-disciplinary project teams.

PRINCIPAL RESPONSIBILITIES AND DUTIES:

Quality Improvement:

  • Oversees the development and implementation of quality improvement frameworks for programs and initiatives using best practice evidence. Coaching and supporting staff as required in carrying out continuous quality improvement;
  • Maintains an up to date inventory of WOCRC program quality improvement work;
  • Lead the implementation of an organizational performance measurement framework, linking conceptual models to program and project monitoring, evaluation, and performance indicators;
  • Identify quality improvement processes, methods, systems and analysis, using a best practices approach and evidence informed decision making;
  • Conduct current state assessments, environmental scans, literature reviews and document business processes and workflows for the purpose of redesign and program evaluation;
  • Develops and monitors key performance indicators to track centre wide progress towards strategic and operational goals and funder requirements as part of a corporate accountability framework;
  • Provide guidance, coaching, support and participate in engaging internal and external stakeholders through, for example, data collection and reporting, survey methods, questionnaire development, and focus groups;
  • Work closely with teams, the Evaluation and Quality Improvement Committee and other staff, including the Data Analyst, to coordinate data collection and to conduct analysis and reporting on performance indicators;
  • Provide performance measurement data and analysis required for organizational strategic planning;
  • Works with teams, and the Data Analyst to ensure timely and accurate reporting of various outcome requirements and measures;
  • Leads the preparation for accreditation.

Communications:

  • Develop and implement communication materials to inform stakeholders of all quality initiatives;
  • Develop resources and training tools to support implementation of quality improvement using a best practices approach and evidence informed decision making.

Training:

  • Develop and facilitate training and presentations on quality improvement using a best practices approach and evidence informed decision making;
  • Assess and build capacity of staff in performance measurement and evaluation through individual and group sessions.

  • Working in a manner that preserves confidentiality and seeks to minimize risk in keeping with Privacy and Confidentiality Policies and Procedures;
  • Supporting the Centre’s student and volunteer placement programs;
  • Working during both regular and extended hours of operation in locations identified by the Centre;
  • Perform other related duties as assigned.                                                                                                      

QUALIFICATIONS:

Education and Experience:

  • Undergraduate degree in related field (Evaluation and Quality Improvement, Business or Health Administration, or Information management) or equivalent combination of a relevant baccalaureate degree and extensive experience relevant to the primary duties of the position;
  • Minimum of three years’ experience in the areas of quality improvement, planning and evaluation of community programs;
  • Demonstrated exceptional change management/organizational transformational skills;
  • Minimum of three years’ experience working in public health, social services or related field;
  • Minimum of three years’ experience developing and analyzing health service indicators/outcomes, health program delivery processes and work flows;
  • Minimum of three years’ experience in designing and leading corporate strategic planning initiatives;
  • Demonstrated knowledge of qualitative and quantitative data collection methods, including survey administration, questionnaire development and focus groups;
  • Demonstrated project management experience;
  • Demonstrated change management experience;
  • Demonstrated capacity to support diverse communities including francophone, rural, racialized, indigenous and LGBTQ+;
  • Superior listening, written and verbal communication skills, including the ability to prepare reports and presentations for Senior Leadership and external audiences, prepare recommendations and policy documents;
  • Excellent interpersonal skills and ability to build relationships with stakeholders and contribute to joint initiatives;
  • Ability to lead and motivate workgroups to excel and foster innovation.

  • Demonstrated ability to prioritize, organize and manage multiple projects and demands, and flexibility to achieve organizational goals;

  • Ability to develop and implement programs using an inter-disciplinary collaborative approach;
  • Excellent interpersonal and communication skills;
  • Demonstrated ability to work in a multi-cultural, multi-disciplinary team environment;
  • Demonstrated ability to work within an equity inclusion framework;
  • Demonstrated commitment to and knowledge of community-based model of intervention.

Language:

  • Ability to communicate fluently in English, spoken and written;
  • Ability to communicate fluently in French, spoken and written;
  • Ability to communicate in other languages representative of the communities we serve is an asset.

Computer Competencies:

  • Advanced knowledge of Microsoft Office suite of products;
  • Advanced Knowledge of Databases and reporting.

Other:

  •  Valid driver’s license and access to a vehicle required, including $2 million in liability insurance.

Salary Range:

  • Starting Salary is $59,376.00.
